Historically, referee staffing levels have not supported proper
officiating of the U9-U10 House team matches. This is true for LYSL as
well as every other soccer league in the Tri-Valley area without a
mandatory referee program. This happens because referee coverage is
prioritized from the top down based on age groups and competitive division to correspond with managing the greatest risk of injury and conflict. This year, LYSL is pleased to announce a new program
aimed at addressing this short-fall in referee coverage for these age
groups.

Under the new mandatory U9-U10 Referee Program, all U9-U10 House teams
will provide (a minimum of) two adult volunteers who will successfully complete the
USSF Grade 9 Referee training course offered by LRA (Livermore Referee
Association) and fully paid for by LYSL. These volunteers will be required to officiate
any match that counts towards league standings.
The League paid course fee will also include each graduate referee's first year USSF license fee. The schedule for the summer course offerings will be posted in the coming weeks. We plan to make the classes convenient and they are always informative.
LYSL will also provide a starter
referee uniform kit (including a yellow short sleeve jersey, black shorts, socks and a game record wallet) at no charge to each Grade 9 class graduate of this program.
These team referee volunteers will provide a valuable service for the
transitional U9-U10 divisions and fill-out a full complement of
volunteers for each team just like the coach, team manager, publicity
person, etc. These are the first age groups where the Laws Of The Game become more fully enforced, including the widely misunderstood Law 11 (Offsides), and where official scores and standings
are kept. Having 100% coverage for these age groups ensures that the
rules are enforced fairly and that the matches are safe for the
players. Attention to fairness and safety in order to ensure the players' enjoyment of the game are the referees’ primary responsibility.
LYSL and LRA staff will attend 2010 match play in the U9 and U10 age groups to support the successful implementation of this program.
